I checked online and found a few YouTube vids. I removed the bottom splash shield, peaked from the bottom, and asked my wife to pull the hood release. I can see the cord moving, but it's dislodged. The inside release, and then a safety secondary latch. By design you have to get your hand under the hood (after pulling the inside release) and move the secondary latch to actually raise the hood more than an inch or two.
