This is basically meaning if you are 16-24 minutes late you do not need to use 30 minutes of PPTO (which I previously believed). PPTO will protect against all occurrences except clocking in early and NCNS, even on key dates. You do not need to use twice as much PPTO. 8 hours will cover an 8 hour shift. It's when you decide you don't care enough to work anymore, use ppto and just leave without a manager knowing. That's job abandonment and they can fire you for that.
